Non-resident buyer? Since 25-05-2026, IMT on the ready-built home is 7.5% of the full value, with no brackets or exemptions (art. 17.º, n.º 10, of the IMT Code) — for a couple married under community of property, only if neither spouse is or has ever been a tax resident; with co-ownership, each share counts on its own. The new RJUE (DL 108/2026) — Regime Jurídico da Urbanização e Edificação, Portugal’s building-licensing framework — takes effect on 1 October 2026 (DL 155-B/2026) and changes licensing procedures; until 30 September 2026 the previous RJUE (DL 555/99) applies.

Why this always comes as a range

The "turnkey" price per m² that any builder quotes you includes materials, labour, standard finishes and the 23% VAT on the works. What is left out — and what most people forget — is the land, the design (architecture and engineering), the municipal fees for licensing, and the utility connections, which vary from plot to plot.

There are three building systems, each with a different cost and timeline profile. Traditional masonry runs between €1,300 and €1,850/m², with a build of 14 to 18 months. LSF (Light Steel Framing) runs between €1,100 and €1,800/m², but in 6 to 8 months — the gain is in the schedule, not the budget. ICF (insulated concrete formwork) runs between €1,200 and €2,000/m², with an intermediate 8 to 12 month timeline and better thermal performance.

These national bands rise 20% to 40% in Lisbon, Porto and the Algarve, and fall 10% to 20% in the interior. The land, separately, always pays IMT (property transfer tax) at the flat rate of 6.5% and stamp duty (Imposto do Selo) of 0.8% on the purchase — it doesn’t fall under the housing brackets, because for the tax authorities it is land for construction, not a house.

On top of the licensing comes the architecture and engineering design (€4,000 to €9,000) and the municipal fees (€2,000 to €7,000, with big variation between councils). A 150 m² three-bedroom (T3) house in the traditional system, national zone, on a €60,000 plot already paid in cash, comes out between €267,155 and €362,455 end to end — land, land taxes, design, fees, construction, site management and occupancy permit included. What’s included in the "turnkey" price per m²?
Materials, labour, standard finishes and the 23% VAT on the works. It does not include the land, the architecture and engineering design, municipal licensing fees, or utility connections (water, electricity, sewage), which vary by plot.
Is LSF (Light Steel Framing) really cheaper than traditional construction?
In €/m² it comes out similar or slightly lower — €1,100–€1,800/m² against €1,300–€1,850/m² for traditional masonry. The real gain isn’t in cost: it’s in time, typically 6–8 months against 14–18 months for a traditional build.
What VAT applies to building a new house?
The general rule is 23%, already included in this calculator’s €/m² turnkey bands. The reduced 6% rate applies to specific cases: renovation works and, since 2026, building contracts for homes sold as a primary residence or let as housing, within price and rent limits (List I of the Portuguese VAT Code, Decree-Law 97/2026). If you build your own primary residence (habitação própria e permanente), you pay the contractor 23%, but you can ask the tax authority to refund the difference down to 6% on the building contract, provided the house becomes your primary residence within 6 months of the occupancy permit and stays so for at least 12 months, within the same value limits and for works whose planning process started on or after 25 September 2025 (Decree-Law 97/2026, annex II). The calculator deducts this refund if you turn on the “Claim the VAT refund on the building contract” switch — off by default, because it depends on conditions only you can confirm (primary-residence use, value cap, dates). Note: the tax authority refunds it afterwards, on request; it is not a discount on the contractor’s invoice, so the money still has to be there when the works are paid.
How much does it cost to license a new build?
Two cost blocks, separate from the build itself: the architecture and engineering design (structural, thermal, electrical, water, fire safety/SCIE) between €4,000 and €9,000, and municipal licensing fees between €2,000 and €7,000 — the latter varies a lot from one municipal council to another.
What changes with the new RJUE (DL 108/2026)?
Decree-Law 108/2026 takes effect on 1 October 2026 (the date set by Decree-Law 155-B/2026, which postponed it) and reforms the RJUE (Regime Jurídico da Urbanização e Edificação — Portugal’s urban-development and building-licensing framework): it strengthens the prior-notice procedure (comunicação prévia) and changes licensing procedures at municipal councils. Until 30 September 2026 the previous RJUE applies (Decree-Law 555/99, as currently worded). It doesn’t change the cost bands per m² — only the administrative path to the permit.
